Overview of this Request for Quotation (RFQ)

  • Organization of Fast Relief and Development (OFRD) has an allocation of funds and intends to apply a portion of the allocated funds to eligible payments for the purchase of Goods/Services for which this Request for Quotation (RFQ) is released.

  1. Preparation and Submission of Quotations
    • All Quotations must be prepared using OFRD RFQ and submitted by completing the Schedule of Items and Price Quotation at Annex I enclosed.
    • All Quotations must be completed properly, duly signed-dated and stamped each page by an authorized signatory and submitted before or not later than the time and date as specified in Para 2.2.1 below to the address as specified in Para 2.2.3 below.
      • 10:00 AM, 3 Dec November 2019 (Kabul Local Time)
      • Any Quotation received later than the time scheduled above will be rejected and returned unopened.
      • OFRD Kabul Office, , House # 2, Near to Ayub Khan Masque, Darulaman Road, District # 7, Kabul, Afghanistan.

DO NOT OPEN BEFORE 10:00 AM, 3 Dec November, 2019 (Kabul Local Time).

All Quotations must be valid for a period of not less than thirty (30) calendar days from the closing date of this RFQ.

  • No Securities such as Quotation Security (i.e. the traditionally termed Bid Security) and Performance Security will be required for submission of the Quotation and delivery of the Goods (if awarded) respectively.
  • If the closing date of this RFQ is declared an official holiday by the Government of the Islamic Republic of Afghanistan, the same time on the next working day will be considered as the deadline for submission of responses to this RFQ.
  • OFRD may extend the RFQ closing date on justifiably acceptable ground duly recorded subject to a threshold of five (5) working days.
  1. Quotations’ Support Documents
    • In order to ascertain the Supplier’s performance capability, all Quotations must be submitted along with the following documentation:
      • A valid Business License
    • Any Quotation not supported by the information requested in the RFQ, or not complying with the RFQ requirements, will not be considered.
  1. Terms and Conditions for Supply and Payment
    • The services must be completed within 25 days from the date of acceptance of the Purchase Order and the Supply Agreement.
    • After completion of the supply of the Goods and Services, the Supplier must submit an original and valid Invoice to OFRD. The Invoice must be accompanied by a quality and quantity receipt verification signed by OFRD authorized representative.
    • Payment of the Invoice will be arranged by OFRD’s finance section within thirty (30) calendar days, but only against the actual supplied quantities of Goods/services as listed in the Purchase Order and the Supply Agreement.
    • The contractor will pay liquidated damages to OFRD at the rate of 0.1% per day for each day that the delivery date is later than the intended completion date. The maximum amount of liquidated damages for the whole contract is 10% of the final contract price.
    • OFRD may, by written notice sent to the Supplier, terminate the Purchase Order and the Supply Agreement, or Contract if applicable, in whole or in part at any time for its convenience in the events of:
      • Delays in the delivery of any or all the Goods/services that is more than one fourth of the entire time period(s) specified in the Purchase Order and the Supply Agreement;
      • The Supplier’s failure to perform any other obligation(s) under the Purchase Order and the Supply Agreement; or,
      • If the Supplier, in either of the above circumstances does not cure its failure within a period of five (5) calendar days after receipt of a notice of default from OFRD specifying the nature of the default(s); or,
      • If the Supplier, in the judgment of OFRD, has engaged in any corrupt or fraudulent practices in competing for or in executing the tasks under this Purchase Order and Supply Agreement.
    • The Supplier must provide the warranty, as stipulated in the RFQ, for the Goods/services to be supplied and confirm that if any defaults are detected within the warranty period in the supplied/installed Goods, the Supplier must be bound to rectify the default or replace the Goods as the case may be.
    • Acceptance of the Purchase Order and the Supply Agreement by the Supplier is considered as signing of the Contract.

ANCTIP secretariat, Organization of Fast Relief & Development (OFRD) has the responsibility to conduct two advocacy training for the members of the ANCTIP network, each advocacy training will be for at least 15 members and will build the capacity of the ANCTIP members on how to do advocacy for TIP issues in Afghanistan and watchdog. Each training will be for 3 days from 9.am to 4.pm.

This work will involve the production of training materials/manual and facilitation of two major pieces of training (for the 15 ANCTIP members). The training materials should be anchored on the international advocacy approach. The advocacy training are planned as a 3 – days training, which trains participants on the fundamentals of the advocacy and advocacy in general, and some of the key cross-cutting issues for advocacy addressed therein (e.g., monitoring and evaluating advocacy; securing and building relationships and partnerships for advocacy, etc.).

This advocacy training is intended to strengthen network members' advocacy skills for policy revision using evidence-based policy dialogue on Combating Trafficking in Persons (CTIP).

The trainings will provide participants the opportunity to learn skills for designing and implementing a structured advocacy strategy, including:

• Choosing advocacy priorities;• Setting measurable objectives;

• Mapping target audiences;• Working in partnerships for advocacy and;

• Monitoring and evaluating advocacy;The training will be practical, giving participants the chance to apply the planning approaches to their advocacy issues. Participants will be given the opportunity to work on their own advocacy plan, applying the tools to their work context. They should be able to leave the training with a draft plan for advocacy on the issue of human trafficking in Afghanistan.During the contract period the Advocacy Trainer will be provided with inputs into the preparation of materials/manual and agenda for trainings.

It will also liaise with OFRD finance and Admin departments to ensure all necessary logistics are in place for the training and that ANCTIP members are available to participate.Deliverable and deadline:• Deliver draft agenda for both trainings after discussion with designated focal point by 4 April 2019.• Develop draft training materials/manual for participating ANCTIP members in the advocacy training by 11 April 2019.• Deliver training in Kabul, Afghanistan by (from 21 April to 6 May 2019).Note:

The training venue, refreshment, lunch and transportation for participants will be provided by OFRD.

Job Purpose:

OFRD has been an implementing a project Combating Trafficking in Persons (CTIP) “Raising awareness on the risks, dangers and protection concerns of human trafficking in Afghanistan” with the services of (Community Dialogues and design and dissemination of Information, Education and Communication (IEC) messaging via multimedia campaign) since June 15, 2016. The project first phase was successfully completed on June 25, 2017. The next phase of the Counter-Trafficking in Persons (CTIP) project will be for 18 months which will start from 01 August 2017.

Reporting to the FRD-Director/Project Manager, the monitoring, evaluation, accountability & learning manager (MEAL Manager) will be responsible for overall CTIP project the monitoring, evaluation, accountability & learning and establishing a system to monitor and evaluate CTIP project Phase II implementation processes and results. he/she will be based in Kabul province and will be responsible for substantive duties and responsibilities that are focused on project monitoring and evaluation of CTIP project assigned activities in Afghanistan. The post holder will be responsible for ensuring that the project delivers on time, on budget and to high quality. The post holder will also be responsible for CTiP project M/E reporting internally to PM and Director. The role involves monitoring the implementation of the work plan through collection and analysis of qualitative and quantitative data and implement regular project monitoring and evaluation of following CTiP Phase-II activities to provide up-to-date information, feedback on the status of project implementation:

In addition the monitoring, evaluation, accountability & learning manager (MEAL Manager) will be working with key institutional actors, partners and stakeholders to Review information provided by stakeholders on indicators and targets to assess progress and identify constraints and gaps in implementation with (Central and Provincial representative of) Deputy Ministry of Youth Affairs (DMoYA), Ministry of Labor, Social Affairs, Martyrs and Disabled (MoLSAMD), Ministry of Justice (MoJ), Trafficking in Persons – TIP High Commission, Ministry of Education (MoE), Ministry of Refugees & Repatriation (MoRR), Ministry of Interior (MoI), Afghanistan Independent Human Rights Commission (AIHRC), Ministry of Higher Education (MoHE), Ministry of Women Affair (MoWA), Afghanistan National Radio and Television (RTA), Independent Directorate of Local Governance (IDLG), Afghanistan National Olympic Committee (ANOC), Afghanistan Volleyball Federation (AVF). Afghanistan Football Federation (AFF), Afghanistan Red Cross and Crescent Society, Afghanistan Cricket Board (ACB), local media and civil society organizations.

The MEAL Manager will mainly responsible for following activities; but not limited to:

Job Description:

  • In accordance with the Project Summary Document (PSD) and under direct supervision of Director/Project Manager; the post holder is responsible for monitoring and evaluation of above mentioned 11 activities of CTIP project to forecast project results;
  • The MEAL Manager is responsible to analyze and evaluate that FRD activities are in line with the overall direction set by the Project Document and lead to achievements of project targets and results;
  • Participate in CTiP project activies and provide inputs to Program team for the development of project planning and implementation
  • Monitor the implementation of the CTiP project work plan through collection and analysis of qualitative and quantitative data;
  • Prepare analytical reports using relevant information available from project to advise the project management on the implementation of the Phase-II work plan;
  • Develop tools for evaluation and impact assessment of the project and develop standard M&E instruments and update data in M&E database;
  • Support in ensuring that the M&E system for CTiP project phase-II is gender-responsive;
  • Organize and conduct necessary monitoring and evaluation training for CTiP project staff;
  • Assist in the preparation of yearly and quarterly work plans, reports, project presentations and other project M&E-related documents and correspondence;
  • Prepare high quality reports/ project documentation for dissemination to the donor and stakeholders;
  • Assist in extracting critical lessons learned and good practices from post CTiP project activities and for final evaluation, audit and monitoring reports;
  • Together with communication Senior Program and Advocacy Officers and officer, produce result-oriented success stories from the field to be shared with donors, partners and project staff.
  • Analyze and evaluate data to ensure achievement of the CTiP project objectives and recommend corrective action, when necessary, to meet project objectives;
  • Assess project impact and oversee the appropriateness and accuracy of methods used to verify progress and results;
  • Responsible to maintain the M/E records of events sessions and activities and reports to PM;
  • Manage the accurate and timely high-quality results reporting on the progress of the project;
  • Responsible for evaluation of Media Monitoring Unit (MMU) and report to Project Manager and Director;
  • Oversee recruitment processes, establish performance objectives and standards and
  • Ensure that the data base for all events resources and departments are maintained, updated;
  • Responsible for FRD’s media related jobs, and using web/social media for CTIP;
  • Responsible to submit all project monitoring and evaluation related documents hard and soft after the activity completion.
  • Responsible for any other task given by Project Manager (PM) and FRD Director or Senior Management Team (SMT);

Essential skills and experience:

  • Master’s or bachelor degree in social science, business or management (research and methodological experience encouraged) or other relevant fields;
  • Demonstrable understanding of and commitment to international development, and knowledge of how development M/E system that can be used for better project results;
  • Sound judgement and understanding of FRD values and/or a demonstrable understanding of public services;
  • Excellent interpersonal, negotiating and diplomatic skills, including experience working with colleagues whose first language is not English;
  • Excellent written and spoken English, Dari and Pashto;
  • Dynamism, proactivity and personal resilience, and demonstrable ability to adapt to changing and uncertain circumstances;
  • Previous experience in developing M/E reports and ability to lead strategic planning, results-based management and reporting;
  • Ability to lead formulation, implementation, monitoring and evaluation of projects.
  • Hostile environment training or willingness to undergo hostile environment training;
  • Demonstrable interest in combating trafficking in persons, human rights, elections, youth/women empowerment, community policing, sports for development/peace, media and communication;
  • Able to reachable/accessible for OFRD’s operation 24 hours/week through cell phone and internet after office working hours (8am to 4pm – 8 hours a day);
