Our Team, PSEA and policies:
OFRD has a zero tolerance for sexual exploitation and abuse, and PSEA is our value. OFRD will not tolerate its staff, associates, partners or any other representatives associated with the delivery of its work to engage in any form of sexual exploitation or abuse. Vulnerable adults, women and children are particularly at risk of sexual exploitation and abuse. OFRD is committed to protecting all communities that the organization works with from sexual exploitation and abuse at all times. The purpose of the PSEA Framework, including the policy, procedures and resources, is to establish an outline of the importance of the framework and clear procedures. This policy ensures that all OFRD staff, associates, and partners are aware of their role and responsibilities in keeping communities and stakeholders safe from any form of sexual exploitation or abuse. The policy clarifies definitions and responsibilities regarding prohibited behavior and the associated PSEA procedures outline the reporting and investigation processes.
- Local Presence/MoUs and Audits: OFRD has been actively working in Kabul, Logar, Bamyan, Nimroz, Kandahar, Herat, Kunduz, Khost, Badakhshan, Balkh, Nangarhar, Paktia and Helmand since 15 August 2021, while OFRD has been actively working in 34 provinces of Afghanistan from 2011. OFRD has been implementing projects having an MoUs, while OFRD annually has Audited financial statements in place.
- Human Resources: OFRD has a well-established and well capacitated core technical and management team and is currently implementing projects in Afghanistan. OFRD will work with the previous partner to keep all the human resources. A total of nine core staff are currently working with. OFRD has very professional experience working in the area of education, child protection, counter human trafficking, women/youth empowerment, humanitarian/emergency response, livelihood, Disaster Risk Reduction (DRR) & protection/WASH since 2012. OFRD has working experience in 34 provinces of Afghanistan through multiple projects since last 14 years. Nearly all management level and program staff has at least bachelor’s degrees with some having Master degrees and has experience of working with national and international organizations in Afghanistan. OFRD exclusively has 24 professional staff in program management including women staff. The finance, procurement and project departments are separated departments in the OFRD. The OFRD has active Board of Directors (BoD), and has experience working on consortiums through different projects in Afghanistan in past, and we value partnership.
- All Policies for Accountability and Transparency: OFRD has policies in place, e.g. Finance, Procurement, Gender, HR, Anti-corruption, Asset management, Conflict of Interest, Compliance Plan and Procedure, Code of Conduct, Safeguarding, Whistle-Blowing, Security Management, M/E and at same time, OFRD is committed for international policies of UN, INGOs and other donors in Afghanistan.
- OFRD Cluster Membership: OFRD is the member of Afghanistan Education Cluster | Education in Emergency (EiE) working group, Afghanistan Cash and Voucher Working Group (CVWG), CPAoR Cluster, Afghanistan Protection Cluster (APC), CPAN, and Disability Inclusion Working Group (DIWG). Meanwhile, OFRD plan to get membership of ES/NFI, FSAC, Health, Nutrition, GBV and WASH clusters in 2025.
- Other Memberships. OFRD is member organization of Global Alliance Against Traffic in Women (GAATW) – www.gaatw.org. OFRD was also official member of Open Government Partnership (OGP) in Afghanistan. OFRD’s role in OGP is to oversight Afghan Government in term of openness, transparency, accountability and advocacy. OFRD’s membership with OGP enable our close working relationship with MoMP, DMoYA, MoWA, MoJ, MoRR, IEC, ANOC, ACB, AFF, CSOs, MoLSAMD, MRRD, IDLG and media. OFRD is also official member of Afghan Women Network (AWN), and Afghanistan Network for Combating Trafficking in Persons (ANCTIP), IOM’s TIP in Crises Working Group and Civil Society Joint Working Group (CS-JWG). OFRD established a network called, Afghanistan Network for Combating Trafficking in Persons (ANCTIP) – anctip.org and ANCTIP has 30 civil society organizations as members.
